FISP applies to buildings greater than six stories, and reports must be filed by a Qualified Exterior Wall Inspector within the building's assigned cycle and subcycle. Buildings frequently arrive at a new cycle carrying unresolved conditions from the previous one, which is where most cost and delay comes from.
An unsafe condition carries immediate obligations for public protection, which usually means a sidewalk shed or netting, followed by stabilization and repair. The condition remains on the record until the repair is complete and the required documentation has been filed.
Shed duration is driven by the repair schedule rather than the permit alone, and permit periods keep running whether or not work is progressing. Coordinating access and repairs early is usually what shortens the time a shed stays in place.
Buildings fronting a public right-of-way are subject to an annual parapet observation, with written records retained by ownership. The absence of a retained record can become an issue during an inspection, a claim, or a sale, even where the parapet itself is sound.
